Dr. Kelly attended the University of Toronto for his undergraduate studies in pre-chiropractic sciences. He then attended Canadian Memorial Chiropractic College in Toronto, where he received the Dr. D.V. Hoskins Award for demonstrating clinical excellence. He completed his graduate studies in 1979.

Dr. Kelly is a member of the College of Chiropractors of Alberta, the Canadian Chiropractic Association, and the Calgary Chiropractic Society. He has been a member of the Board of the Canadian Memorial Chiropractic College, and has held numerous volunteer positions with the College of Chiropractors of Alberta. Dr. Kelly actively supports the Community of Montgomery/Bowness where his practice is located.
