To Whom It May Concern, I am writing to express profound concern regarding Caroline Abedrabboh, a registered nurse currently licensed to practice by the British Columbia College of Nurses & Midwives and employed at Surrey Memorial Hospital, as well as affiliated with All Brains Clinic in Vancouver. Publicly available statements made by Ms. Abedrabboh on social media and elsewhere reveal an extreme ideological stance that should raise alarm for every responsible institution and community member. Specifically, she has referred to the events of October 7th — a day marked by the brutal massacre of over 1,200 Jews, including children — as a “revolution,” and has explicitly stated: “No, I do not condemn what Hamas did.” Let us be clear: October 7th was the deadliest single day for Jews since the Holocaust. To call that atrocity a revolution and to refuse to condemn it is nothing short of horrifying. Even more disturbing is the fact that Ms. Abedrabboh holds a position of authority and trust as an emergency psychiatric nurse in a pediatric unit — potentially providing care to Jewish children and their families. Further statements by her frame this as a “holy war” and advocate for a “global, multidimensional, systemic revolution” in Canada. She has gone so far as to claim that the very existence of Israel is “an existential threat to all Jews,” and equates support for Israel to being urinated on. This is not political discourse — this is hate speech. It is utterly incompatible with the ethics, trust, and nonpartisan duty of care required from healthcare professionals. We urge the British Columbia College of Nurses & Midwives, Fraser Health, Surrey Memorial Hospital, and All Brains Clinic to immediately review this matter. The Jewish community in Vancouver and Surrey deserves to know if a nurse who publicly glorifies anti-Jewish violence is being allowed to work with vulnerable children in crisis. This letter is not driven by partisanship, but by a deep concern for the safety and dignity of patients. The facts presented here are entirely based on publicly accessible material and social media posts made under Ms. Abedrabboh’s name. If even a fraction of these statements are true, it should prompt immediate ethical review and action.

CTV News Vancouver in 2023 reported on the bullying and harassment frontline healthcare professionals face should they voice concerns about patient care to management: “Threats, Discipline, Fear, the muzzling of BC healthcare workers.” Fraser Health is guilty of this. As an occupational therapist working on Peace Arch Hospital inpatient psychiatric unit, I raised concerns that we were not following best practices on Code Whites, the involuntary seclusion and restraints of patients. My concerns were dismissed by management. The provincial standards of 2014 are very clear that a Code White, the involuntary seclusion and restraint of a patient, is only warranted if the patient poses a risk to themselves or others. July 2017, a young petite patient, a recent survivor of a sexual assault, had a Code White called on her for merely writing two words in small print on a wall. This patient had been admitted to our unit in a fragile state - she was delusional, having smoked excessive amounts of cannabis to cope with her recent sexual assault. The patient was not oriented to time, space or persons. Being suddenly surrounded by staff, many males, circling and closing in on her, the patient urinated on herself, and began screaming out for someone to please help her. The patient then suffered the typical trauma response of fight or flight which resulted in staff overpowering her, pinning her to the floor. She was having a full blown panic attack. Staff locked her in the seclusion room for two days (the seclusion room is to be a temporary emergency measure only) and placed a purple dot in her chart, marking her as violent. That dot will be forever on her chart. When released, the patient sat in my office, sobbing. She was covered head to toe in eczema; she reported she had this breakout due to being re-traumatized - staff’s actions had reminded her of her rape. Should I mention we are to have trauma informed approach on our unit? When I advocated on behalf of this patient, I faced an HR meeting in which I faced trumped up charges of poor job performance and was ordered to be a team player. Less than ten days later, there was another Code White called on a patient. The provincial standards are clear that a patient’s medical history is taken into account to determine if a Code White would be contra indicative, noting the amount of trauma it inflicts on the patient. This was not being done. The patient went into cardiac arrest during the Code White and died two days later. I became a full blown target. I was ushered into HR where I faced numerous trumped up charges - such as being reprimanded for performing a cooking assessment on a patient who indeed displayed risk during this task. The manager stated that I should take all direction on my OT clinical from the nurses - the nurses are not qualified and this is a professional boundary violation. The manager also banned all future cooking assessments - cooking is a common ADL (activity of daily living) which carries inherent risk. Any time I tried to counter or defend myself, I was labeled argumentative and threatened with further discipline, including termination of my then 17 years of employment. Fraser Health has a respectful workplace policy - this was completely ignored. Neither my union or HR held the manager accountable to follow. I filed a complaint to Becky Doherty, the director, reporting the bullying I was facing in the workplace, jeopardizing patient safety. I named a psychiatrist in my complaint, a witness. I met with the director, also reporting how this manager was blocking my ability to conduct research. Fraser Health’s toots one of its foremost initiative is research. I had Dr. Skye Barbic from UBC lined up; the psychiatrists had written recommendations. I should mention this manager saw my approach of providing patients with coping strategies such as DBT to manage their mental health symptoms on the IPU as “going rogue.” Long story short, the director said my complaint had no merit. Fraser Health policy says any named witness to bullying is to be contacted. My named witness, the psychiatrist, has gone on the record that she indeed viewed I was being bullied and that no one had contacted her. Optics are the director, a social worker, protected the manager, also a social worker. I faced immediate retaliation for filing. All escalated to where I faced trumped up charges of having breached patient records - I had solely accessed my own patient records, those I had personally authored, in draft to sign off. All of the bullying and harassment had taken a toll on my mental health. My GP wrote a note that I was off work indefinitely. I took time off to exercise and that included kayaking for my mental health. I then received a letter from Fraser Health HR accusing me of dishonesty. Fraser Health had gone onto my Facebook page and noted a photo that I had been kayaking during my time off on medical leave. Evidently, Fraser Health only recognized physical health and not mental health as a legitimate reason to be off work - and this is your public healthcare - this was a clear case of discrimination. I was fired, and my union, Health Sciences Association, expedited an arbitration on my termination, a violation of the collective agreement, before my professional college could investigate and confirm that I had indeed solely accessed my own patient records in draft. Health Sciences Association met with Fraser Health behind closed doors and agreed that I be banned from Fraser Health in its entirety - from all employment - and receive mere severance.

I was in the Burnaby Hospital for a week. I was treated so well. The nurses, technicians and doctors were kind and efficient. I was looked at right away once I got to emergency. Thank you so much to the staff for their care. The only problems during my stay were the BC ambulance service. I had to wait over 2 and a half hours for a pickup and then when I was sent to another hospital for a test, Dispatch kept cancelling my pickup ride back to Burnaby. Apparently for no reason. The ambulance staff were great but the Dispatch needs assistance.

Fraser health needs to be taken apart and rebuilt. The list of issues that my self and other family members have faced at Fraser health hospitals is so long that I am not gonna bother writing it. This organization is a disgrace, and yet we are forced to rely on them for medical care.

Second vaccination today - immunization card was filled out with the wrong date, the wrong vaccine brand and our ID was given to the car ahead of us and we got their ID. Literally everything was done wrong 😳
